Charging Motorists for Air Pollution

Should motorists pay an extra fee to cover the costs of air pollution? 

The idea is being proposed by air regulators in California's San Joaquin Valley. The area faces at least $29 million in federal fines for exceeding certain federal air quality standards. The new surcharge on vehicle fees would cover that cost.
