Who says you can't get a two-thirds vote in the legislature on fiscal matters?
The state senate on Monday passed new union contracts -- including the controversial prison guards' deal that will allow members of that powerful union to accrue hundreds of millions of dollars in vacation without a cap -- by a vote of 27-13. The contract now goes to the Assembly.
While the contract has some giveaways, it's too soon to judge the deal -- because we haven't seen what savings Gov. Jerry Brown may get in return for his contract largesse.
