    WE OFTEN DRIVE TO DINNER, across town or a few blocks over, so to say that cars and cuisine are often paired up, at least in many Californians' minds, is to be right on track. But sometimes the whole car thing and the whole cuisine thing don't exactly sync up, time-wise, which is a-ok when the events are on the larger side. Look to Long Beach's most major April to-do, the Toyota Grand Prix of Long Beach, a vehicle spectacular that regularly draws thousands upon thousands of devotees. Then look to DINE LBC, Long Beach's yearly Restaurant Week, which rolls out after the fast cars have been stowed and the streets have been returned to everyday traffic. Will watching all of those powerful engines stoke your appetite for the dining deals to come? Then best peruse all of the places taking part in the annual eat-and-save happening, an event that gives locals and visitors alike the chance to try out a tavern or luncherie they've had an eye on for some time.     APRIL 23 THROUGH MAY 1, and over 70 eateries are on board for the delicious deal-enjoying. There are a quartet of price points to ponder -- twenty dollars, thirty, forty, and at the top end, fifty -- and three courses, on a pre-selected menu, is the norm. As for the participants? Saint & Second, Berlin Bistro, Simmzy's Pub, and The Federal Bar are just four of the spots joining the 9-day eatfest. As for what's on the menu? You can see your choices by clicking through the restaurants (The Attic, for example, gives diners an entree choice of either Grilled Ahi Tuna, Shrimp and Crawfish Fra Diavolo, or Market Vegetable Risotto.)
