Oakland marijuana activists are calling for a joint venture

Oakland marijuana activists have a blunt message for the rest of the state -- let's all join the party.

The ballot measure they filed Tuesday with the California attorney general's office would allow adults 21 and over to possess up to an ounce of pot. Homeowners could also grow marijuana for personal use on garden plots up to 25 square feet.

The statewide measure needs more than 430,000 signatures to make the November 2010 ballot. It's the second pro-legalization measure filed in recent weeks.

The measure's main backer is Oakland medical marijuana entrepreneur Richard Lee, who helped push a first-of-its-kind tax on city medical marijuana dispensaries. Oakland's Measure F asked, "Shall City of Oakland's business tax, which currently imposes a tax rate of $1.20 per $1,000 on 'cannabis business' gross receipts, be amended to establish a new tax rate of $18 per $1,000 of gross receipts?"

Eighty percent of voters said, "Yes."
