Top 10 Most Bureaucratic Places To Film
Rental costs, permit problems, and red tape make filming tough

If you want to film at some LA's best known landmarks, good luck. The bureaucracy has sent many productions packing for other cities.
In an effort to correct the problem and increase dwindling production in LA, the City Council along with film location managers sought to find the top 10 worst offenders where red tape discourages producers.
According to the LA Times:
The worst of the worst are, in no particular order:
- the Hollywood sign
- Griffith Park Observatory
- Los Angeles Zoo
- Los Angeles Area Chamber of Commerce headquarters
- AT&T Building downtown
- Los Angeles County/USC Medical Center
- Farmers and Merchants Bank downtown
- Japanese American National Museum
- Library Park, also known as Maguire Gardens, at the Los Angeles Central Library
- Terminal Annex Post Office near Union Station downtown
The sites were put on the list for various reasons ranging from rental costs and permitting problems to government regulations and access restrictions.
The Council and Mayor Antonio Villaraigosa have been looking for ways to stem the tide of runway production. Feature film production has fallen by more than half since its peak in 1996, according to the Times.
