Two Arrested in Anaheim Hit-and-Run Crash That Killed 3-Year-Old Girl

Two suspects were arrested Wednesday in an Anaheim hit-and-run crash that killed a 3-year-old girl who was crossing the street with her mother.

Carlos Parra, 20, and Rebecca Beltran, 24, -- both of Santa Ana -- were arrested in connection with the Feb. 8 crash on Gilbert Street that killed Miranda Palacious and injured her mother.

"Why didn't you stop?" asked Kimberlee Kirby, the victim's grandmother. "Obviously, you didn't mean to go out and kill somebody, but why didn't you stop to help them? How could you leave my grandbaby face down in the gutter bleeding to death?"

Parra was arrested and booked into Orange County Jail for felony hit and run and other felonies. Beltran was arrested and booked for aiding in a felony. 

At about 6 p.m. Feb. 8, Miranda and her mother were crossing Gilbert Street near Guinida Lane when they were struck by the driver of a 1995 Nissan Maxima. The driver fled and ditched the vehicle a few blocks away.

"After the collision, the Nissan made no attempt to stop and fled from the scene," according to the California Highway Patrol.

Miranda was pronounced dead at UC-Irvine Medical Center. Her stuffed toy animal was on the street near crash investigators' chalk markings.

More information about the case is expected at a 10 a.m. news conference.
