Burglar Had “Foot Fetish”: Police

Police are trying to connect the suspect to at least half a dozen cases of hot prowl burglary

A man who police said has a foot fetish and once painted a woman's toe nails during a break-in was arrested in connection with breaking into a home and caressing a woman's foot, police said.

Arnold Collins, 40, was arrested June 27 on a burglary warrant, police said in a press release.

Collins is believed to be involved in at least six "hot prowl" burglaries that have occurred in recent weeks in the city of Rialto.

Collins immediately became a person of interest after one of the burglary victims described a modus operandi similar to one Collins had used before -- caressing the feet of sleeping women, Rialto Police Capt. Randy de Anda said.

Collins was arrested in 1994 in Redondo Beach and connected to 12 similar burglaries.

The suspect had painted a woman’s toenails during one case, police said.
