More than 100 Occupy LA protesters clashed with California Highway Patrol officers outside the Ronald Reagan Building in Downtown LA Thursday.

More than 100 Occupy LA protesters clashed with California Highway Patrol officers outside the Ronald Reagan Building in Downtown LA Thursday.

The scuffle broke out as State Attorney General Kamala Harris held a press conference inside the building announcing an $18 billion settlement with banks involved in the foreclosure crisis.

"We are very proud to announce a tremendous victory for California," Harris said

The settlement would benefits thousands of homeowners that were affected by the mortgage crisis, Harris said.

As that victory was being touted inside, protesters trying to enter the news conference were forced away by officers.

One man was taken to the ground by officers, and news video showed another woman being pulled in opposite directions - first by her hair, then by her arms.

Two people were arrested.

"We have $650 billion that this crisis has created in California, and she settles for $18 billion,” said Occupy LA organizer Carlos Marroquin. “That is just pennies on the dollar.”

Meanwhile, others like Terrence Terrell found themselves inconvenienced by the protest.

"They actually closed the whole building down for almost two hours when people are trying to go in for appeals during that time," Terrell said.
