Healthcare.gov froze up twice on Monday, the final day before a midnight deadline to sign up for health insurance for 2014, NBC News reported. People trying to log on to the federal health insurance website early in the morning were told the site was "currently unavailable." The site was brought back online for several hours before it locked out people a second time.
