After more than 4 hours in closed session, the Los Angeles City Council has yet to approve a controversial agreement with the city's unions for the early retirement of 2,400 workers -- a deal reached with LA Mayor Antonio Villaraigosa in June, but who now says will veto if it passes.

The deal was meant to help address the city's $405 million deficit, but the mayor now says it won't save enough money as city finances continue to suffer. Officials say the budget crisis has been worsened by a projected $75 million drop in tax revenue.

The city's chief administrative officer has recommended laying off 926 city workers and forcing 26 days of furloughs. Deputy Mayor Matt Szabo says that if the agreement goes through, the city will be forced to layoff police officers and firefighters.

The unions dispute that assessment. Dozens of workers filled the council chambers Tuesday to urge the mayor to keep his word and for the council to approve the agreement.
