Governments, Government Everywhere, But So Little Civic Engagement

The whole world rails against California citizens for their lack of engagement. (We here at Prop Zero have done our share of the railing). But perhaps we should be kinder.

Because it's not clear how a concerned citizen in California should engage. That's because the state's governing system is so complicated and chaotic that it's not clear which body or person is in charge. If you want to fix your local schools, do you go to the school board? The state legislature? The governor? The state school board? None can give you any real satisfaction.
