Outsourcing Libraries?

I'm going to the California League of Cities gathering in San Diego on Thursday. Looking at the list of presenters, I noticed that there's a presentation from a firm that provides library resources to local governments.

Could this be a way to save money while preserving service, at a time library systems are cutting services? I can't find enough data to make up my mind. Riverside County long ago contracted out for library services; what reviews I can find are mostly good. More recently, the city of Santa Clarita, in Los Angeles county, followed suit. But Prop Zero would love to hear from people around California and the country who have experienced outsourced libraries.
