Budget Already Out of Balance

Wow. That didn't take long.

State revenues are already running significantly behind the optimistic revenue projections that the legislative and Gov. Jerry Brown relied upon to balance the budget.

The revenues are either $350 million behind projections or $230 million behind, depending on whether you believe the estimates of the state controller of the state department of finance.

Unfortunately, it hasn't been unusual to see budget projections fall so quickly out of step with reality.

California budgets have been built on unrealistic assumptions for much of the past decade. It's a reminder that the California budget system can't produce a truly balanced budget -- even for two measly weeks.
