Why California Won't Be Winning New School Funds

The Educated Guess, a California education site, has a very good report explaining why California's application for federal Race to the Top moneys for schools -- an application due this week -- is likely to fail.

 The reason? In short, school districts have bought into the federal program, but teachers union locals have declined to support the applications, particularly in larger districts. The unions see the policy changes tied to the federal funding as hostile to teachers.
