Despite the fact that Arcadia only has 55,000 residents, 700 massage therapy licenses have been granted in the last three years, leading city officials to conclude that prostitution is most definitely going on. Worse: Sexism. "If you are a woman that goes in, they tell you there are no appointments. If a guy goes in, he gets an appointment," one resident tells the paper. Any new issuing of licenses has been suspended, according to the paper, and Arcadia is also "considering tighter regulations, such as a conditional use permit process or an independent panel to test masseuses..."
