Murder Charges Filed Against Suspect in Motel Killing

Double murder charges were filed Tuesday against a 29- year-old man accused in the killings of a man and his teenage brother at a Downey motel.

Raymond Joseph Penland was scheduled to be arraigned at the Downey courthouse this afternoon on two counts of murder, according to the Los Angeles County District Attorney's Office.

The shooting occurred about 11:30 a.m. last Saturday at Rick's Motel, in the 9400 block of Firestone Boulevard.

Jaime Garcia Jr., 29, and Ivan Garcia, 17, died at the scene, the coroner's office reported.

"It appears the suspect was involved in a dispute with both victims prior to the shooting and it does not appear to be a random act," said Downey police Sgt. Maria Villegas.

Penland was arrested after barricading himself in a warehouse in the 13700 block of Bora Drive in Santa Fe Springs, the Los Angeles County Sheriff's Department reported.

He was being held in lieu of $2 million bail, according to jail records.

Authorities interviewed two women described by police as "persons of interest" in the investigation, but neither has been arrested, Villegas said.
