The girl was playing at Hillbrook Park about 10:35 a.m. when she strayed away from her family. That's when police said the man, who was sitting at a picnic table, ran over to the girl from behind, picked her up and carried her off.

The man allegedly carried the girl for about 10 feet before her parents intervened, police said.

The man dropped the girl and fled the scene, but officers took him into custody a few blocks away, police said.

Investigators said the man, who was not identified, was a sex registrant from out of the area.
