"Here in Los Angeles we have a serious problem with gangs and the crimes committed by members of gangs. As a former prosecutor and former investigator I have seen many cases involving allegations of gang violence almost every day in the various courts that I have worked in. Many well - meaning individuals in and outside of the city of Los Angeles have attempted to help us with this problem by implementing certain programs but it seems that the problem is getting worse every day. It is my opinion that in order to effectively address this problem we need to start with the following very basic premise: we cannot arrest our way out of this problem. "
