A one-legged transient killed in an apparent hit-and-run accident in Van Nuys was identified Friday by the coroner's office as Bobby Ray Rowe, 34.
Rowe's body was discovered early Wednesday near 14500 Haynes St. He was apparently the victim of a hit-and-run, said LAPD Detective Bill Bustos of the Valley Traffic Division.
