School District Employee Accused of Trying to Lure Girl With Pot

Police Tuesday sought additional possible victims of a 30-year-old school district employee who allegedly gave marijuana to a teen girl in Garden Grove in an attempt to lure her into his vehicle.

Julio Lugo Torres of Garden Grove is accused of approaching two females about 1:15 p.m. on Jan. 25 in the parking lot of a business in the area of Fairview Street and Trask Avenue, according to Garden Grove police Sgt. Brian Dalton.

Torres, who was driving a white Ford Explorer, is suspected of initially asking the females "for directions to where he could buy drugs," Dalton said.

"Torres then attempted to coerce the victims into his vehicle by providing drugs to them," Dalton said. "The females declined and fled the location."

The females snapped a photo of Lugo's vehicle, which led to his arrest, Dalton said.

Lugo was arrested and booked into the Orange County Jail, Dalton said.

At least one of the females was 14 years old. It's unclear if the other was also a juvenile.

"During the investigation, Garden Grove police investigators learned that Torres is employed by the Santa Ana Unified School District," Dalton said. "Investigators are asking for any additional victims or witnesses to please come forward and contact Investigator Marchand at (714) 741-5704."
