Man Charged with Drugging, Raping Underage Girl, Giving Drugs to Other Teen

The drugs cited in the criminal complaint included heroin, cocaine and methamphetamine.

A 21-year-old man was charged Wednesday with feeding drugs to one girl and sexually assaulting another teenage girl with drugs in Aliso Viejo.

Cedric Michaelngoc Campbell was charged with single counts each of rape by use of drugs and oral copulation by anesthesia or a controlled substance, three counts of lewd acts on a child 14 or 15 and two counts of soliciting a minor to buy or sell cocaine, all felonies. He was also charged with two misdemeanor counts of contributing to the delinquency of a minor.

Campbell also faces sentencing enhancements for administration of a controlled substance to a sexual assault victim and using a minor at least 4 years younger than defendant for drug transactions. The drugs cited in the criminal complaint included heroin, cocaine and methamphetamine.

Campbell's arraignment was rescheduled for Nov. 15 in the jail courtroom in Santa Ana and was ordered held on $100,000 bail.

Orange County sheriff's deputies were called about 7 a.m. Monday to an apartment complex in the 5000 block of City Lights Drive in Aliso Viejo to investigate suspicious circumstances, said sheriff's Sgt. Joses Walehwa. When deputies arrived they were met by two underage girls, and after speaking with them and investigating Campbell they booked the suspect, Walehwa said.
