It's healthy that political conversation on education has focused on the question of how to get rid of bad teachers. But that conversation has failed to tackle one big point: where will high-quality replacements come from?

It's not clear, given the troubles with teacher training programs. Camille Esch, a leading California thinker on education (full disclosure: she runs an education program at the New America Foundation, where I'm a fellow), takes a hard look at teacher training programs and suggests some smart ways to improve them.
