Drivers in Glendale are paying, on average, the highest car insurance rates in California.
According to consumer website ValuePenguin.com, drivers in Glendale pay as much as 60 percent more than most other cities.
Glendale driver and nursing student Annie Cholakyan pays around $150 a month for car insurance. She believes she should be paying closer to $50 a month.
"When you add it to your car payment, it's a lot," Cholakyan said.
Insurance companies charge more in Glendale because there are more collisions resulting in bodily injury and more uninsured drivers in Glendale, according to the Value Penguin study.
Isabella Khodabksh has been teaching people to drive at Kings Driving School in Glendale since 1996. She does not feel the city is to blame for the higher rates.

"We have the best road markings, signs and traffic lights," Khodabksh said.
Khodabksh, a European immigrant, believes the city’s large immigrant population may be a factor in the higher rate of collisions.
"They drive that way that they are driving, you know, back home in their countries," Khodabksh said.
Khodabksh added that some immigrants do not feel the need to comply with restrictions such as stop signals.
"lf there's nothing, they just go," Khodabksh said.
