IF YOU'RE A DEVOTED WEATHER WATCHER, you know that when it is hot in one pocket of Southern California, it'll likely be fairly toasty throughout the region. True, one doesn't need a degree in meteorology studies to put forth such an uncontroversial, widely known idea, nor do you have to study the skies daily to make the next leap: It is usually a bit cooler near the ocean. It's all a bit obvious, yes, but whether Southern Californians looking for some relief do head west, to their nearest beach or beach-close town, or not, is up to them. And, of course, cool-seekers need to decide whether they can fit such a jaunt into their schedules.
