As Gangs Target Skid Row, LA Plans Solutions

Gangs have been targeting the homeless on Skid Row. Los Angeles officials are now making plans to both break up the gangs and help get the homeless off the streets. Lolita Lopez reports for the NBC4 News at 5 p.m. on Monday, March 5, 2018.
