Bernard Parks has been a public servant most of his adult life… LAPD cop, LAPD chief and LA City councilman for 12 years until last month. Now, a new documentary chronicles his life. He tells NBC4’s Conan Nolan how things have changed since the 1965 Watts riots when he was a rookie cop. He says none of the real issues have been solved. Parks explains his proudest achievement and his biggest regret.
