Los Angeles Cracks Down on Illegal-Dumping By Tripling Fines

Los Angeles has cracked down on illegal dumping by people and businesses with clean up campaigns and more citations. On Wednesday, the city increased illegal-dumping fines up to 300% to address the issue. Kim Baldonado reports for the NBC4 News at 4 p.m. on Wednesday, Oct. 23, 2019.
