NewsConference EXTRA: New Effort to Radically Change How to Deal With Homeless

A new ballot effort by former State Assemblyman Mike Gatto to change how we deal with the homeless who are drug addicted and or mentally ill. It’s called the California Compassionate Intervention Act. It calls for a separate special court for those arrested. But they won’t jail. Gatto explains to NBC4’s Conan Nolan how this “homeless court” would work. The effort is under way now for next year. As seen on NewsConference Extra on Sunday, Nov. 24, 2019.
