On the heels of his Iowa trip, the Los Angeles Mayor Eric Garcetti lands his high-profile State of the City Speech, signs an shelter emergency declaration and releases his new record $9.9 billion city budget. Though there are a lot of good things happing in LA, but the one issue that is causing a lot of consternation is the ever-growing number of homeless people. Garcetti is dedicating over $400 million of the city budget to fight the homeless problem.
