Nearly four years ago, Los Angeles Mayor Eric Garcetti announced that homelessness had become an “emergency”. There was a tax hike. Then a bond measure was approved by the voters. Despite all that, the number of homeless has increased….by 16%. Adding to the crisis, the city has agreed to a court settlement that will keep tent encampments in place for years. Is this the new normal? What will it take for city officials to change their approach. Mayor Garcetti sits down for a one-on-one with NBC4’s Conan Nolan.
