Nearly four years ago, Los Angeles Mayor Eric Garcetti announced that homelessness had become an “emergency”. There was a tax hike. Then a bond measure was approved by the voters. Despite all that, the number of homeless has increased….by 16%. Adding to the crisis, the city has agreed to a court settlement that will keep tent encampments in place for years.
