NewsConference: Some school districts are ignoring Prop. 28

Two years ago voters approved Proposition 28 to increase funding for music and art programs at California’s public schools. Now the author of that ballot proposition contends some districts haven’t increased funding at all much to the detriment of students. NBC4’s Conan Nolan talks with the champion for public school arts and music, former LAUSD superintendent Austin Beutner.
