Dangerous surf and street flooding in Oxnard

Seawater flooded more than a block of Mandalay Beach Road due to turbulent waves and storm surges on Thursday morning. Most of the water on the street is gone and it has since been reopened to traffic. Gordon Tokumatsu reports for the NBC4 News on Dec. 28, 2023.
