New Mental Health Protocols Proposed

Concern over the failure of a welfare check to prevent Isla Vista shooter Elliot Rodger from embarking on last week’s deadly rampage has strengthened the resolve of California lawmakers proposing new protocols for law officers dealing with mentally ill citizens.
