Los Angeles City Councilman Joe Buscaino is the Chair of the Public Works Committee. He tells NBC4’s Conan Nolan about the city’s crumbling infrastructure…side walks, streets and underground water pipe lines. Councilman Buscaino says we have to think long and hard about how are we going to pay for these repairs and replacements.
