The Affordable Care Act in California is to take effect Oct. 1. Its supossed to give everyone access to health care insurance. California Insurance Commssioner Dave Jones says they hitting all the bench marks. In fact Califonians is already enjoying a lot of the benefits from “Obama Care”. But he does have some concerns. Here, he talks to NBC4’s Conan Nolan about does concerns and what is being done to prevent fraud and identity theft.
