Who Will Foot the Bill For Shuttered San Onofre?

San Onofre Nuclear Plant has been offline since January, and now the California Public Utilities Commission is considering giving utility customers a break on their power bills. The commission held a hearing in Irvine Thursday to determine whether the customers must continue to foot the bill for a nuclear power plant that is not operating.
