El Capitan State Beach Reopens After Santa Barbara County Oil Spill

El Capitan State Beach was reopened Friday, but neighboring beach Refugio State Beach remained closed as clean up continued from the Refugio oil spill last month. Patrick Healy reports for NBC4 News at Noon Friday, June 26, 2015.
