Santa Monica Cracks Down on Residents Who Waste Water

The year 2013 is the driest year on record for much of California, and while a drought has not been declared, many cities are urging residents to conserve water. Santa Monica is taking it one step further, tightening rules for water wasting and even handing out citations.
