Shakeup at L.A. Transportation Department

A huge shakeup is hitting the L.A. Department of Transportation, the agency that writes over 130 million dollars in parking tickets every year. The changes come in the wake of two damaging investigations by NBC4 LA’s Joel Grover. Here’s Joel’s followup report.
