Tip Line Led to Capture of Northridge Kidnapping Suspect

A tip that led to the capture of Tobias Summers, the prime suspect in the kidnapping of a 10-year-old Northridge girl, came in the middle of the night Wednesday. A tipster called a public hotline set up to specifically find probation violators. Probation Officer John Perico was alerted at home when the tip came in, and he instantly called the tipster back to learn that Summers was staying in Mexico.
