Phil Ansell is the Director of the Los Angeles County Homeless Initiative. He talks with NBC4’s Conan Nolan about Measure H, now that it seems the voters have passed the measure. It will increase sales tax by quarter cent and raise $355 million dollars a year for 10 years. That’s a lot of money. How will it work? How is it different from Measure HHH which passed last November?
