Police said the driver usually got women to approach his car by asking women for directions.
That's when everything went south.
Phillipe Bernard Steele, 43, pleaded not guilty last week to five felony counts of indecent exposure, according to the Burbank Leader newspaper. The cases were reported between January and April.
The most recent incident occurred April 10. Police said the suspect beckoned a 35-year-old woman to his vehicle at a gas station at West Magnolia Avenue and Buena Vista. The woman told police that Steele was naked from the waist down and masturbating.
Steele was arrested April 23 after an off-duty officer recognized his car in the 2600 block of West Magnolia Boulevard.
"We were all aware of the vehicle, and he was just out on the street," Burbank Police Sgt. Robert Quesada told the Leader. "It makes sense because he worked in that area. He was able to just slip back into work after each time."
Authorities said they used surveillance video from businesses near the incidents.
