In September, a state appeals court ruled that the environmental report for the development's second phase was deficient.
Playa Vista appealed the decision to the California Supreme Court.
But on Wednesday, the Supreme Court turned down the request to reveiw the appellate court's ruling.
Playa Vista is located on top of old oil deposits.
An exclusive Channel 4 News investigation has questioned the safety of methane detection systems used by the builders.
