A mother told police about 3:40 p.m. that her 2-year-old daughter was kidnapped, Santa Monica police said.
Within about two hours, police found out the girl was safe with her grandmother in Hesperia, police said.
Police did not say why the girl's mother thought her daughter was kidnapped.
Aerial video showed patrol cars and fire trucks lining the streets of Downtown Santa Monica.
