    Insiders say the superiors of two city workers who appeared in a pornographic movie covered up the incident because they did not want the story to go public, NBC4 LA has learned.

    Since the original story appeared, managers from inside LADOT’s Bureau of Parking Enforcement and Traffic Control have come forward to speak with NBC4 LA, on the condition of anonymity for fear of reprisals.

    Those insiders say superiors knew months ago that two officers appeared in a porn movie while on-duty, a violation of city policy, but didn’t discipline them because they didn’t want the information released to the public.

    "The culture of discipline is very lax," in parking enforcement, one high-level manager said.

    Three managers told NBC4 LA that parking enforcement officers who violate city policy are rarely disciplined.

    "We’ve had officers that have been caught with prostitutes on the job and off, and their discipline has been pretty much non-existent," one of those insiders said.

    The lack of discipline was apparent, they say, with an incident involving the porn movie.  As NBC4 LA reported last week, two LA traffic officers appeared in a hardcore porn movie, in uniform.

    In one scene, one of the officers fondles the breasts of a porn actress and spanks her behind.
    Another officer apparently allows the actress to get in his official parking enforcement car to shoot lewd scenes.

    "Yes, that’s misconduct," Jimmy Price, parking enforcement chief, told NBC4 LA last week, referring to the officer’s participation in the movie.

    But Price didn’t discipline the officers when he authored an internal memo in February alerting his superiors to photos of the officers on "an inappropriate website."
     

    When asked Price why he didn’t discipline the officers, he responded, "We weren’t able to positively identify the individuals as employees."

    A source who works in parking enforcement dismissed Price’s claim, saying the identity of the employees in question was well known in the department. "That's hogwash," the source said.

    Three insiders said at least ten managers in parking enforcement viewed the porn movie months ago, and knew the identity of the officers.

    "It was common knowledge definitely, to upper management," one source, a department manager, said.

    Price's officefficeice didn’t directly respond to a request for comment about the assertions.

    The City Attorney and the Los Angeles Personnel Department are investigating the case. Both officers alleged to be in the movie are on paid leave, pending the outcome of the investigation.
