Diamond Bar Man's Head, Arms Found in Flower Pots

A woman and her two children are arrested in connection with the death of her boyfriend

Police have arrested the son and daughter of a woman who was charged with murder after the discovery of her boyfriend's body parts in Ontario, according to police.

Carmen Montenegro (mugshot) was arrested Sunday after police received a report of a woman pushing a trash can with what appeared to be human remains. She entered a not guilty plea Tuesday.

Authorities announced Wednesday the arrests of Montenegro's son, 25-year-old Daniel Ortiz (mugshot), and daughter, 26-year-old Chanel Alicia Ortiz (mugshot).

Police uncovered evidence that implicated Daniel and Chanel Ortiz as "accessories" in the death of Montenegro's boyfriend, Samuel Wiggins Jr., of Diamond Bar, said Sgt. David McBride. The two Riverside residents were arrested during a traffic stop at about 7 p.m. Wednesday, said McBride.

"We're still looking for all the potential witnesses in this case," said Erica Gallegos, deputy district attorney. "We don't have any evidence for motive."

Wiggins Jr. was last seen May 1.

The remains were found at an Ontario home, at which Montenegro, 51, was staying with relatives. A crime scene also was located at Wiggins' Diamond Bar residence.

When asked about reports that a day laborer was involved in disposal of the remains Sunday in Onatrio, Gallegos said she could not provide many details.

"The day laborer came into play when she was disposing of the body ," said Gallegos. "I can't get into specifics of the case, but there was someone involved attempting to help her. She was trying to get someone to help her."

On Wednesday, detectives also found remains in two large flower pots that Montenegro brought to a Bell Gardens residence in the 6000 block of Foster Bridge Road, according to police.

Two arms and a head were uncovered in Bell Gardens, Gallegos said. The house belongs to a family member, she added.

The San Bernardino County Coroner confirmed the remains in the trash can and those buried in flower pots at the Bell Gardens residence were those of 63-year-old Wiggins Jr. The entire body has been recovered, according to police.
